At the end of first year of the
campaign and the competition, it had been observed that only a few villages in a
district or taluka have been concentrated upon to make them clean with a review
to get the prizes.
One of the conditions to get the
prize at any level is to secure minimum 50% marks. Similarly
villages who get less than 35% score are declared as "Unclean
Villages".
In the first year of the
competition, it has been observed that out of 28553 Gram Panchayats in
the State around 12,000 Gram Panchayats had secured less than 35%
marks and had to be declared as "Unclean Villages".
There were also two Panchayats
blocks in the State where not a single village could secure more than 50% marks
and hence could not be given any prize even in the block level competition.
Looking to this State of Affairs
and to make maximum number of villages clean in a block and the district,
additional prizes namely Mahatma Gandhi Clean Panchayat Samiti and Mahatma
Gandhi Clean Zilla Parishad have been introduced from the year
2001-2002.
One Panchayat Samiti at revenue
division level and Three Panchayat Samitis in the State in which maximum number
of villages have secured maximum points and similarlyOne Zilla Parishad at
division level and three Zilla Parishads at state level will also be given
awards for spreading the cleanliness culture throughout the area of their
jurisdiction.
Positive
Interventions :
The Government gives prizes worth
Rs. 7.00 crore every year at all levels of the competition.
However it has motivated rural
masses to such an extend that the total internal resources mobilized by the
village community in the last three years of the competition are estimated to be
around Rs. 800 crore.
It includes cash contribution,
Shramdan and contribution through other means.
Even the prize money is required
to be utilized for the community development activities in the village.
